It is because if moisture and dampness is not treated or eradicated totally then it may cause further damage even to the newly replaced wooden surfaces or structures.  And it should be done before replacement of the old wooden surfaces or structures with the new ones. It makes sure that the problem of dry rot is treated for good and doesn’t recur again.
